Certificate of No Pending Administrative Case

How to sign in, submit a request, and receive your certificate through the CNPAC online system.

CNPAC is DepEd Camarines Norte's online system for requesting a Certificate of No Pending Administrative Case — the document you attach to a promotion, retirement, transfer, or similar application to show the Division has no unresolved case against you. Submitting one takes about two minutes, and most requests are verified, signed, and released automatically, often within seconds of submitting.

Before you start

  • You need a DepEd email account to sign in — CNPAC does not accept personal, non-DepEd addresses.
  • Your name and email must already be on the Division's Employee Master List, kept by the Legal Office. If you're newly hired or transferred in and haven't been added yet, sign-in will fail until you are — see the note under Step 1.
  • Have your purpose for requesting the certificate ready (e.g. Promotion, Retirement, Transfer) — the form asks for it up front.

Getting in

Sign in

Open the CNPAC site and select Sign in with Google, then choose your official DepEd account. There's no separate CNPAC password to remember — your DepEd email is your login.

If sign-in is refused

Not yet listed Your account isn't on the Employee Master List yet. Contact the Division Legal Office and ask to be added — once they add you, sign in again.
Invalid domain You signed in with a personal email. Use the account under your official DepEd email address instead.
Account disabled Your account was deactivated by an administrator. Contact the Legal Office to find out why.

First time only

Complete your profile

The first time you sign in, CNPAC asks for a few details before you can request anything. This is a one-time step — after that you land straight on your dashboard, and can still edit these from My Profile in the top-right menu at any time.

Your first name here is also checked against the Employee Master List before a certificate can be granted — spell it exactly as your official records show it.

The form

Request a certificate

From your dashboard, select Request Certificate. The form has three short parts.

Purpose

Choose why you need the certificate. A few purposes come with a note — read it before you continue, since some don't need a CNPAC at all.

Promotion
State your promoted position, e.g. "Teacher I to Teacher III".
Fidelity Bond
No CNPAC is issued for this. The Legal Office only initials the List of Bonded Officials form.
Retirement / Resignation / End of Contract
State the effectivity date.
Death Claim / Benefits
Name of requestor, relation to the deceased employee, and date of death.
Local Leave
Not required for local leave — you don't need to file this.
Transfer
Only required when transferring to another Division or agency, not within DepEd.
Travel Abroad
Give the exact period of travel.
Employment Application to Other Agency
Name the agency or company.
Competition / Search
Name the specific competition or search.
Application for ERF
Wait for NOSCA to be released first — hold off filing until then.
Other Purpose
Describe it in the details field below.

Remarks & feedback

Remarks are optional notes for your own record. A 1–5 star service rating is required before you can submit — it's how the Legal Office hears whether the process worked well for you.

Review your entries, then select Submit Request.

No waiting on staff

What happens next

The moment you submit, CNPAC checks your record and — if you're cleared — generates, digitally signs, and releases your certificate automatically. There's normally nothing further for you to do.

Released

You're on the Employee Master List — your certificate is generated, signed, and released right away. A copy is emailed to you, and it's ready to download from My Requests.

Released, with a finding

You're still issued a certificate even with an open case or investigation on file — the wording simply reflects that instead of stating "no pending case." See below.

Rejected

Only happens if your account isn't on the Employee Master List. The request is marked Rejected with instructions to contact the Legal Office.

What your certificate actually says

The certifying sentence changes based on your record at the moment of issuance:

…this Division, has No Pending Administrative Case filed against him/her as of this date.

If there's an open case, it instead reads "has a Pending Administrative Case"; an open investigation reads "is under a Pending Investigation"; if both apply, it states both. If this doesn't match what you expect, contact the Legal Office for clarification — the certificate reflects their records, not a decision made by the website.

After you submit

Track & download

Open My Requests at any time to see every request you've filed. Select the eye icon on any row for the full details, including any remarks left on the request.

RejectedNot granted. Open the request to read the remarks explaining why, shown in red.

Downloading & verifying

Once released, download the PDF from My Requests or straight from the email notification you received. Every certificate carries a QR code — scanning it opens a public verification page confirming the certificate number, requestor, and signatory are genuine.

Common questions

Questions

I can't sign in — what's wrong?
Almost always this means your DepEd email isn't on the Employee Master List yet. Contact the Division Legal Office and ask to be added, then try signing in again.
My certificate says "With Pending Administrative Case" — is that a mistake?
It reflects what's currently on file with the Legal Office, not an error in the website. If you believe it's incorrect or the case has since been resolved, contact the Legal Office directly — once their record is updated, request a new certificate and it will reflect the change.
How long does it take to get my certificate?
For most employees, it's issued within seconds of submitting — there's no manual approval step to wait on. If your request stays at Processing, For Approval, or For Signature for more than a day, contact the Legal Office.
Can I edit a request after submitting?
No — requests can't be edited once filed. If something was wrong on the request, submit a new one and mention the correction in the Remarks field.
Where do I find my downloaded certificate later?
My Requests keeps every certificate you've ever been issued — the download button stays available on any Released row, so there's no need to keep the emailed copy.
Someone else needs to confirm my certificate is real — what do I tell them?
They can scan the QR code printed on the certificate, or open the verification page and enter the certificate number shown at the top of the document.
